clutch problems

Hi I have a 2006 model motovert mojo 110cc I have 2 washers that go with the clutch they are lock washers I think one has 3 tags and the other is splined could you tell me which one goes on first and in which direction the tag one goes please.

fat washer on first then turn it in the groove on the shaft.
then slide the thin 3 tagged washer on so it locks the fat one in place. (the tags will fit in the grooves on the fat washer..
