now here is the correct way to put your grips on if you don't have grip glue, I apologize to anyone in advance if I offend you by telling you the way you have suggested is wrong.
Use isopropynol or metho as this being wet will help the grip slide right on and evaporate without leaving a nasty residue. if you don't have either of these use water or even some of your own spit.
The pros that frequently change their grips, sometimes every race use this method and use a compressor to blow the residual (isopropynol,metho,water) so the grips don't spin or even come off while riding, which can be very dangerous.
Never ever under any circumstances use any oil based product as it will never dry out leaving the grip spinning in your hand.
Most good grips ie: pro grip, pro taper, white knuckle among others have instructions on how to put them on and they all say don't use oil of any kind.
As for the hair spray; that is new to me but if leaves them staying firmly in place why not. Just don't know what they would do to the rubber, possibly nothing.
