are you using the choke, and no throttle ?
have you tried giving the air filter a quick spray of aerostart ?
take the air filter off, place the palm of your hand over the air filter side of the carby
and try pull starting it a couple of times, it puts extra vacuum through the carby and can help to clear any blockages.
once you have tried starting it with your hand over it, you should notice your hand is wet with fuel
give it another try starting , it will take a couple of pulls but should fire up.
some of the 2 stroke carbys don't have a Pilot jet so will need to be tuned really well, or will need a little throttle to fire up.
