Yeah that's what it looks like, and it could be because there is a long rear shock but stock fork legs.

Looks to me like its bent like sydney said it could be the longer arse end but even still it on a pretty steep angle would have to have had the shit sucked out of those forks for a grand id say fu&* it buy a new DHZ.....
