Kick starting new bike

Bought my daughter a semi automatic 110cc Tao Tao. We assembled it and put gas in it. Turned the switch to gas on. Made sure Killswitch off, made sure in neutral. Lever all the way up. Just can not kick start it.

Kill switch should be on not off?
