Honestly it llooks like it'll break first jump hence it only costing 45. I wouldn't trust it at all. Jump onto dhz they used to have frames on there for about 130ish I think. Its obviously a bit steaper on price than that and all depends on ya price range but it will last. And yeah you tdr motor would most likely fit into that frame but depends if ya swing arm, forks, rear shock, plastics all the usual fits to it. Post up a pic of your bike if ya can or a link to the same bike it'll make it a lot easier for people to be able to tell ya iff the parts of ya tdr will fit it. Ill have a look on dhz now n see if I can find this frame for ya.
 
that frame would be a good upgrade for the tdr, all your stuff will bolt straight on.... but like rosettie said you forks and swingarm might be thrown out of wack....
but at that price it's worth a go, you might find you need a different length headstem and rear shock but that's easy fixed...

it's an atomik nitrous frame, I'm using one in my build atm, the welds don't look too good but they hold up to a bit of abuse and kill the tdr frame

I say go for it, at that price it don't matter if you snap it at least you'll learn something from it
