Problems with SSR 70cc

when the bike starts it idles real high. If I put it in gear it will idle down. I tried to adjust the idle at the throttle, but it did not fix it. One friend that I had work on the carb thought something might be wrong with the choke. Any ideas as to what the problem may be?

Idle speed is adjusted via a screw on the side of the carb. Throttle adjuster is just for cable free play.
