yes it will have a little bit of slop side to side. What you are looking for is front to back wobble when spinning.
 
The possible causes have been listed, for the time being adjust the chain to the right amount of freeplay at the tightest point.
 
Also check the rear wheel bearings to make sure that they are pressed into the hub fully.We find that alot of 12mm axles do this and the cheaper of the 15mm hubs also like to spit the bearings out of the hub.Make sure that the are both in fully.Good luck
 
Tight spots on a chain always mean something is not right. If everything is true and undamaged why would the be a tight spot? Most tight spots in a drive system I've seen is usually a result of a bent axle commonly the rear wheel axle.
