Coleman CT200U won't rev or clutch engage

I have a Coleman CT200U it was fubar when I got it I've changed the throttle assembly and so on and so forth but what my problem is is when I try to rev it doesn't not rev up on the throttle and it won't take off I've also changed the centrifugal clutch because it took off by itself prior but now that I fixed it meaning the clutch it won't rev and won't do anything The link below is a YouTube video that I made also one thing needs to be known I bought it used the original owner removed govern & springs I redid it not exactly how they did so I don't know if that makes a difference why my mini bike won't accellerate or rev.? Coleman CT200U hit the throttle it won't go anywhere

Sounds like an enternal issue looks like it needs taken apart and do surgery on it. Easy fix though.

Thank you for the insight what are you thinking it might be.? Have you had this issue before
