bahahaha oh dear. Yeh I think hes using an ip changer. Best I could find is hes with telstra. If you can find out who it is contact his ISP and they will sort him out.

Actually, call telstra. Tell them the situation and give them the IP's he has logged in with. They will sort him out, tell his parents he gets grounded, no more computer for him and telstra will also probably block Mini Dirt Bikes & Pit Bikes Forum from his internet. Chances are hes not using an IP changer and just releasing his IP to get a new one.
