Looks just like a yerf dog 31700 but has a spring in front of handle bar

wow that is different to most.
i'm only guessing, but that is a custom made front end/fork setup ?
it looks to be using a mountain bike shock up the top.
 
it is sort of inline with these old conversions, there are so many ways you could do it.

parts for the forks/front end or whole bike ?

if it is only the front that is different to the Yerfdog, i reckon that would be the best place to start
they were made in USA yeah?
